System halts without reboot.

Steps To Reproduce

• Built from source create sdcard image from uboot and aarch64
• Booted system with only UART connected

Likely the watchdog reboot doesn't take, I noticed that on this platform before. Currently all boards reset with the WDT because of Finit default behavior. So this fix is two-fold:

1. Disable SOC WDT driver for the RK3328
2. Change default reboot to SOC reset from WDT reset finit-project/finit#460
