Build number notification did not go away in expert mode setup assistant

What happened that you did not expect?

After tapping build number, I progressed with the setup to enabling wireless debugging. After enabling wireless debugging I noticed the setup assistant did not detect the pairing code. So I looked at the notification and saw it was still asking me to tap build number.

What did you expect to happen?

No response

for future self: my hypothesis is that the app was not notified that developer options was turned on, maybe because it was running in the background. ill verify this later
