[CI] Consolidate separate shell script #21

Current Behavior
This script is listed separate from the build-and-preview workflow, but doesn't need to be.
Desired Behavior
Consolidate this script into the workflow.
Acceptance Tests
PRs should still be built and have a deployed preview.
