Description
It appears the feeadjuster will set the outbound fee to the maximum when the outbound balance is 0%. This can be a little counter intuitive because it will be the case when a peer initially opens a channel to my node, and I fear it will give a bad impression of my node and channel. It is also unnecessary because it is impossible to forward a payment out of the channel, when my channel balance is 0.
Can you please consider setting the fee to equal the lightningd default fees when outbound balance is 0? It could even be set to 0, if only for the appearance.
To reproduce:
I'm not sure if it happens as the channel is opened, but rather after the consecutive fee adjustment, so make sure to initiate a fee adjustment after the point of the channel opening.
