Document install steps

Since we added TLS support we now have some more prerequisites that aren't mentioned under https://github.com/lightningdevkit/vss-server/tree/main/rust#prerequisites

In particular, on Linux we may need to follow the steps here: https://docs.rs/openssl/latest/openssl/#automatic

We should at least mention that additional steps might be necessary.
