How to install mrqap package?

I'm new in installing packages from GIT. I want to realise how to install mrqap package. The folder 'libs' does not contain 'setup.py'?

I ran:
pip install https://github.com/lisette-espin/mrqap-python/archive/refs/heads/master.zip

and get an error:
ERROR: https://github.com/lisette-espin/mrqap-python/archive/refs/heads/master.zip does not appear to be a Python project: neither 'setup.py' nor 'pyproject.toml' found.
