--no-timestamp was only useful for testing purposes. However, now that we have the --build-dir option, we can use that to specify a stable build directory from the tests. Also remove several places where --no-timestamp was unnecessary since we didn't need a stable build directory.

Btw looks like one of the tests is failing in CI because it still uses --no-timestamp
