Subject: [PATCH] fix: use const int8_t* for y_col in ggml_vec_dot_i2_i8_s_Nx1

y is const int8_t*, so the derived pointer must be const.
Fixes Clang error: cannot initialize int8_t* with const int8_t*.
No behavior change.
