feat: make copilot PR description adhere to PR template

I appreciate the auto-PR description powered by Copilot in the settings:

I was wondering if this could adhere to PR template if that extis. That would be even more useful and a huge time saver.

a button for following the template would be nice, i suppose the button would include "follow the PR template" in the prompt

Where should I see to implement this?

This is my implementation plan

1. Add function to add PR template into copilot prompt in src/github/createPRViewProvider.ts
2. Update TitleAndDescriptionProvider interface in src/api/api.d.ts if it's needed
3. Use getPullRequestTemplateBody function to fetch PR Template in src/github/folderRepositoryManager.ts

@AobaIwaki123 thanks for looking into this! Your plan is good, however, I might be making some changes in the same title+description provider area next week, so you might end up with some merge conflicts.
