Rate Limit Error

I have "githubPullRequests.webviewRefreshInterval": 10 and eventually saw this error pop up, I'm assuming this is the problem.

Maybe instead of letting this error flow through we could have a nice message that says something like "Cannot update the Pull Request WebView as you've been rate limited. Please check the "githubPullRequests.webviewRefreshInterval" setting.

I also want to only refresh when we know there's something to refresh. The quick change that I did to enable the refresh setting was to do the refresh even if there's nothing to refresh.
