PR editor tab icon not theme responsive

Expected Behavior:
I expect to be able to see the tab icon in all themes

In light themes I can see the icon:

In dark themes I cannot:

Environment Information:

• VS Code Version: 1.106.0-insider
• OS: macOS (arm64)
• Workspace: 2 folder(s) open
