Repro:

1. enable shell startup
2. Open a new bash terminal
3. Accept yes on the modal.
4. Create another terminal, the modal shows up.

@karthiknadig We should just close this against #865.
Since for non-wsl we verified activation worked even when we setted up invalid/outdated activation in .bashrc, then verified next terminal opened was activated and cleaned up the old script in profile file.
