Add testing to ensure commited Dockerfiles are up to date and a cursory test for xdebug being loaded properly

It could be good to have Github actions to

• verify that changes are made to the template files and then appropriately propagated to the generated files
• do a simple sanity check to verify that xdebug loads appropriately for the images

The good news is this failure is expected and a good example of why it may be useful to have these pipes.

This commit introduced changes to the XDebug configuration but did not update the generated files.

#20 should resolve these failures.
