Resolve deprecation warning for Openstack `neutronclient` module

Running validate_allocations command on OpenStack allocations emits a deprecation warning:

The python binding code in neutronclient is deprecated in favor of OpenstackSDK, please use that as this will be removed in a future release.

We would like this warning resolved
