AIX jenkins service init script does not respond to `stop` command

https://github.com/nodejs/build/blob/main/ansible/aix61-standalone/resources/S20jenkins has a blank stop clause which means the jenkins agent cannot be stopped via a standard ./S20jenkins stop command and has to be explicitly killed if a restart is required.
