Add "explore" page to discover interesting/trending packages

I feel like an "explore" page would really be nice, similar to what GitHub does with repos etc.

Using different metrics (e.g. package like count, etc.) could be used, or other metrics like weekly downloads etc.

That would be a really nice way to discover packages besides the package search.
