Look into Renovate not auto-opening PRs for patternfly/patternfly bumps

This was brought up during React backlog grooming when looking at the issue for #11526, seems like there may be an issue with patternfly (core) version bumps being auto-opened like other deps in this repo.

Is this request originating from a Red Hat product team? If so, which ones and is there any sort of deadline for this enhancement?
