Revert include/exclude behavior changes in 1.0.0 #60
Description
In usmapdata 1.0.0 the include/exclude behavior of us_map() was changed so that include would take precedence over exclude. This should be reverted as it prevents the use of the built-in Census divisions and regions in usmap from working properly.
