The problem was solved .Make changes in your computer's environment configuration.
"C:\Users\MY\AppData\Roaming\npm"in "用户变量-PATH" Add the location of the folder where pug-cli is located

and for Linux users if you install pug and pug-cli and you get pug not found then you should use sudo to because the /usr/bin cat add a packages in the normal users just like :

sudo npm install pug
sudo npm install pug-cli -g
