Add repair endpoint to repositories #805
Description
With the new repair metadata script we should also have a repository endpoint that allows for repairing the metadata of a repository's content through a task. Currently the repair script only handles immediate content, but we could also repair on-demand content if the associated remote supported the PyPI json version API.
