Use bash instead of cmd for Windows CI jobs

Description

Using cmd was causing zizmor to crash (zizmorcore/zizmor#1414). Given that it's been 5 days and I'm the first one reporting it, I take this as a sign that almost nobody is still using it, and we should switch away.

First noted in #7973 (review)
