Lazy load classes and index

I would like to suggest to create a way to lazy load the classes and the index in vscode-java, for mono repos it's very hard to use because of the time it takes to compile, index, etc.

A few that might improve this situation :

• "java.sharedIndexes.enabled": "on"
  • this will reuse the index file for libraries that have already been indexed
• "java.autobuild.enabled": false
  • this will disable the autobuild so you'd have to manually trigger the build after changes)
