Introduce generalized MethodFailureEvent for use in EventPublicationInterceptor #36072
Description
Following up on #35382, we can easily extract a MethodFailureEvent class that serves as a superclass for MethodRetryEvent (and the upcoming MethodRollbackEvent) but can also be used independently in EventPublicationInterceptor (which deserves some modernization in any case, also for its configuration of a custom method success event).
