feat: Release candidates (#95)

* combine bugfix script with release-tag scripts; wip - release candidates

* removed readme for deleted script; corrected label in-place update

* re-org tag checks

* exclude tagging, include PR creation

* rename script

* wip: renamed scripts

* added merge and tag scripts

* minor changes, commented gh actions back in

* added reviewer stackabletech/developer when creating PRs

* updated images

* updated docs

* docs cleanup

* added mermaid flow diagram for a patch release

* add delete, squash directives to merge command

* corrected log output

* add --delete-branch --squash options

* renamed two scrips and added dry-run option when merging

* corrected comment

* added note re. testing

* punctuation
