Check for unmodified checklist

I am in a project, where contributors do not take check lists serious. They let AI fill them out, delete them, modify them.

Therefore,

1. we check, if the section "Mandatory checks" is still there: https://github.com/JabRef/jabref/blob/5d41bb0ade0d8bded624d273686af342ee4b9ff6/.github/workflows/pr-format.yml#L45
2. we check if there are at least 7 items in the list: https://github.com/JabRef/jabref/blob/5d41bb0ade0d8bded624d273686af342ee4b9ff6/.github/workflows/pr-format.yml#L128. There could be more checks added, therefore the reason to

Idea: Could this action also check for

1. Section heading presence
2. item count (minimum level)

?

I like the idea, I guess the issue would be we'd need a way to configure the heading a min level count per repo.
I believe there's a way for us to add a config file per app, but then I'd need to ask people to give code/contents permission to their repos to use this.
Maybe for now this is better handled with a separate github action, or you could fork and add this in for your own use case?
The other alternative would be we include some meta config at the top of the PR template we optionally check for, but then if people are submitting PRs to you via AI etc and removing the PR template anyway then that'd also get removed.
It's a good idea for the future though if we do ever go down the route of adding a per repo config file I think.
