Rework Solar Array to track slaves to current best position

Reduce the number of phases by allowing slave rotors to track (previously SlaveTravel) while the master rotor seeks (MasterFirstTravel, MasterSecondTravel). Just lock them if they reach close enough to the (current) ideal angle
