Enable `failOnDeprecation` checking for `PHPUnit`

I suggest including [`failOnDeprecation`](https://docs.phpunit.de/en/12.4/configuration.html#the-failondeprecation-attribute) in `PHPUnit`, which will allow finding `E_DEPRECATED` or `E_USER_DEPRECATED` errors during test execution
