vicky: Implement task templates

We need a way to create a task from the UI.

The idea is to provide task templates somewhere and then just use this template to create a new task.
There should be a rough concept of variables, but nothing too fancy.
(Think: Create a run for just one specific router and you need to enter the name of the router manually).
