Move to C++14

Pythran no longer requires C++11, only C++14, it was the last blocker as far as I know.

Once we do the release, I'll make the move to C++14

Listing a few things that comes to mind that can get clean-up with C++14:

• Move to std::integer_sequence and the likes
• Replace batch_constant internal struct arithmetic_add with std::plus etc.
• Replace ::type with -t (e.g enable_if_t)
• Trailing -> decltype(...) can be omitted to avoid duplication e.g.

Is that possible for Pythran to jump directly to C++17 ? Or do some downstream projects require C++14?

I can see the benefits of if constexpr in xsimd, but that's a bit too much for pythran right now. Let's move slowly, there already are a bunch of fruits to harvest with C++14 :-)
