Make wide widget controls expand vertically instead of horizontally

With some CSS/JS-ymnastics we can make the widget inside position:fixed so that it appears that it is resting under the widget-top in the panel, but so that it also can overlap the right edge of the customizer over the preview, even over any scrollbars.
