dts: bindings: add hwspinlock common bindings

Add general hwlocks and hwlock-names to base.yaml to be utilized by any
clients that uses hwspinlocks.

Additionally add hwspinlock-controller.yaml for common properties shared by
all hwspinlock controller devices.
