Summary

enable Jib to build/push phoenixd-rest images during Maven deploy
document ./mvnw deploy workflow for container publishing

Testing

mvn -q verify
mvn verify -e
mvn -pl phoenixd-rest -am deploy -Dmaven.deploy.skip=true -DskipTests
