we add a dockerfile to create the build environment inside a docker container, this allows to have deterministic reproducible builds.

Inspired by ACINQ/phoenix#24 this PR adds the deterministic build environment to eclair-mobile allowing anyone to easily reproduce the released packages. To perform the build you need
docker-ceinstalled andeclair-corepublished locally in your maven repo, full instructions in the README.
