Added a config file that allows enabling and disabling quarryability.

Note: The reason for the change in hardness is I could not get the config to work with mechanism slurries. I choose a value that should be high enough that it can't be blown up. But I am not a fan of this solution. Check out branch origin/1.19-hardness-config on my fork for what I was trying that wasn't working.

In testing, this config worked with the rftools builder and the mekanism digital miner.

I don't remember specific examples offhand, but -1 hardness is necessary to block several ways of harvesting that only check whether the block is unbreakable.

I'm not sure if Vortex even wants this to be configurable, but I'll chime in with some code review - this should be a server config, not a common config. The filename should not be specified when registering the config. The client config should be removed since it's not used.
