Summary

strengthen i18n check to validate keys referenced in source (ignores comments)
run root i18n check in CI before turbo tasks
fill missing chainKind names and other missing translations across locales
align address transactions sign labels to common.signSymbol

Testing

pnpm i18n:run
pnpm agent review verify
