this PR combines disparate utilities for working with $DIG based collateral into a unified
DigCollateralCoinutility which provides the utility to verify a coin as a collateral coin, encapsulates the validated coin, and provides utilities for spending and creating. The utility also adds support for managing $DIG based mirror coins.
