Add OpenSpec proposal to export AgentV evaluation traces to Langfuse for observability and debugging. The proposal includes: - proposal.md: Why and what changes - design.md: Technical decisions and data flow - tasks.md: Implementation checklist - specs/observability/spec.md: New capability requirements Key features: - Convert output_messages to Langfuse traces/spans - Follow OpenTelemetry GenAI semantic conventions - Privacy-first content capture (opt-in) - Graceful error handling without disrupting evaluation
