Fix/80045 description hint visibility

Explanation of Change

The Description Hint field in the category settings RHP was only displayed when areCommentsRequired was true (i.e., "Require description" was enabled). This meant admins couldn't set a description hint unless they also made descriptions mandatory.

This change moves the Description Hint menu item into the Category Rules section (gated by policy.areRulesEnabled) and removes the areCommentsRequired condition, so it's always visible when rules are enabled — consistent with other rule-related settings like Approver, Flag Amounts Over, and Require Fields.

Tests

1. Navigate to a workspace with the Control plan (or upgrade to Control)
2. Enable Rules in More Features
3. Go to Categories and click on any category
4. Verify the "Description hint" field is visible in the Category Rules section of the RHP
5. Verify it appears after "Require fields"
6. Toggle "Require description" off in Required Fields and confirm Description Hint still shows

• Verify that no errors appear in the JS console

5. Verify the "Description hint" field is visible in the Category Rules section, regardless of whether "Require description" is enabled

• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
