Re-attempting upgrade to UBI 10 to resolve #149 with fixes from fluent/fluent-bit#11111

Upgrade Dockerfile base images to Red Hat UBI 10.1 for builder and production to pick up security updates and resolve #149, aligned with Fluent Bit upstream. Also adds zstd to the runtime image, prefers system zstd libs, fixes ldconfig symlinks for libgit2/libssh2, adds PKG_MANAGER/PKG_FORMAT overrides in install.sh, and a helper to build/test local images in KIND.
