[FEATURE] Anchor links in Table of Contents

What does this PR add?

• This PR includes the ability for pages to display their anchors in the Table of Contents so that people can easily jump between sections on the page that they have currently selected.
• Anchors are only shown for the page that the user is currently on.
• Two pages had to get their headings changed due to adding anchors in the Table of Contents and also due to some stylistic choices (since in Appending And Merging Files instead of using h2 headings, it would be h3.
