use `Makefile` in `$PDAF_SRC`, instead of `src` subdirectory add `make` targets `veryclean` and `directories` for adding include, library and external directories
`make veryclean` removes directories that will later give an error if non-existing.

The update of PDAF to version 2.3 happens mainly inside the
models/pdafsource code.Additionally, one change in the PDAF-related CMake-files is needed: Providing the compiler-dependent "module option" that is turned over to PDAF's
cmake.h(and is newly required by this PDAF version).-module-JTagging #106 because, this modules flag would have to be checked there for the nvhpc compiler.
