Add background material

Fixes (None)

This PR:

  • Adds recommended resources on mathematical optimization
  • Adds recommended resources on learning Pyomo
  • Makes minor improvements to the welcome to IDAES tutorial

I have a couple of suggestions for the overall language. Otherwise, I like this a lot.
