Split config related code to a separate library

Description

Config related code would make most sense in consensus. This PR makes an attempt at splitting the config related code into a separate library for later moving to consensus.

Checklist

• Commit sequence broadly makes sense and commits have useful messages
• New tests are added if needed and existing tests are updated. These may include:
  • golden tests
  • property tests
  • roundtrip tests
  • integration tests
