MCP服务器需要根据客户端logging/setLevel请求，切换日志消息通知等级

📋 主要变更 / Brief Changelog

• 定义一个枚举LoggingLevel，表示RFC-5424协议中的八个标准系统日志严重性级别
• 增加服务器处理logging/setLevel请求的LoggingSetLevelHandler
• 具体的改变日志等级以及服务器日志通知的逻辑暂时没有添加

测试步骤 / Test Steps

1. 使用MCP Inspector v0.16.6版本连接服务器
2. 连接时Inspector会自动发一个logging/setLevel请求
3. 也可以在Inspector里手动切换日志等级
