📝 变更目的 / Purpose of the Change

FEL的06-agent示例直接运行jar报会报错，显示组件未正确加载，这是由于组件启动优先级不对导致的。fel-tool-discoverer组件会依赖fel-tool-repository-simple和fel-tool-factory-repository组件，但是这三个组件的优先级都是5，顺序随机，导致组件依赖关系未正确加载。
