实现CSM-TCP-Router的Python客户端API，包含以下内容： 1. 核心客户端类tcp_router_client.py，支持同步/异步消息、状态订阅等功能 2. 示例代码example_usage.py展示API使用方法 3. 详细README文档说明功能特性及使用方式 4. 更新.gitignore忽略Python开发相关文件
修改GitHub工作流文件，在触发条件中排除SDK目录下的文件变更，避免不必要的构建和检查
在CSM-TCP-Router配置中添加周期性检查相关参数 修改Python客户端API以支持字节类型消息处理，不再强制使用UTF-8编码
