[NDR-332] Remove PDM Table from code.

Overview

Jira ticket: NDR-332

Description

Removes the references to the PDM table in the code base as this is no longer needed, due to the new CORE table. As an extra it also removes the need to pass LG table as an environment variable to the lambdas as this is now controlled by the DynamoTable class.
There is also an infrastructure PR which removes the OS env vars. However this need to go in after this PR.

Context

Remove code accessing PDM Table as this table is no longer used.
