CCM-13343: Trivy Package and Library Scans

Description

Adds package scanning to pipelines via Trivy.

Context

Additional mitigation against an increasing number of supply chain threats of late. Unlike the Terraform IaC scan it runs every commit instead of detecting change to specific file types.

Type of changes

• Refactoring (non-breaking change)
• New feature (non-breaking change which adds functionality)
• Breaking change (fix or feature that would change existing functionality)
• Bug fix (non-breaking change which fixes an issue)
