patch fix for ensite default grid.eff: 99% --> 100%

What is the current behavior?

Currently ensite has a default grid efficiency of 99%

What is the new behavior (if this is a feature change)?

Reopt doesnt take into account grid efficiencies in their calculations, therefore this change is need to be consistent with behind the meter assumptions

Does this PR introduce a breaking change?

(What changes might users need to make in their application due to this PR?)
