refactor(bootstrap): move booting logic to bootstrap package

Description / 描述

把cmd包下启动程序的逻辑转移到bootstrap包下，这么做是为了便于其中的改动能够自动同步到 OpenList-Mobile。

让启动期间一些严重程度不至于让程序直接退出的错误从打印 FATAL 级日志变成打印 ERROR 级日志。
